国交省がハートビル法の罰則強化へ　　[ news ]

国土交通省は2月27日、ハートビル法による是正命令に従わない建築主への罰金を100万円（上限）から300万円（上限）に改める方針を明らかにしました。これは、ビジネスホテルチェーン「東横イン」の不正改造問題の影響でしょうね。

そもそもハートビル法とは？

ハートビル法は、身障者や高齢者が暮らしやすい施設の建設を促すための法律で、床面積2000平米以上の老人ホームや学校、デパート、ホテルなどを新築もしくは改修する際に、施設内の段差を解消したり、車いす用の駐車場や手すりを設置したりすることなどを義務づけたものです。

国交省は、ホテルなどを対象に障壁のない建物の建築を義務づける同法と、鉄道など公共交通機関での段差解消を目指す交通バリアフリー法を統合する新法を今国会に提出し、年内の施行を目指す。罰則強化で、不正改造を減らしたい考えだ。（YOMIURI ONLINEの記事より引用）

ちなみに東横インは、身障者用の駐車場を撤去したり点字ブロックを外したりしていたので、この「ハートビル法」に違反しているわけです。

場合によっては、建築の効率化や低コスト化を進める動きに逆行することもあり得るのは、一連の公害対策などの環境問題にも似ているのかもしれません。それでも大切なことだとおもいますが……。
